Problem

With the slices below, Enable on a workflow whose email domain is not verified saves it as waiting, and it goes live by itself once the domain verifies. Nothing tells the person this before they click. They may expect email to go out at once, and when it finally starts they get no sign of it.

This is the fifth slice of "send once verified" (Silthus/personal#196), stacked on #613, which returns the unverified senders this prompt names.

Changes the Enable path in the editor header and the workflows list for every project: Enable now goes through one logic action. No backend change, no migration.
The worst case is an Enable that does not save, or a prompt that never closes. With the flag off the action saves active at once; tests cover both entry points and both flag states.
This PR lands together with the slices below it in one merge-queue batch.

Changes

Enable prompt. Enable, in the workflow header and in the list, first names the unverified domains: "example.com isn't verified yet. The workflow turns on now and starts sending once the domain is verified." Enable saves the usual active status; Cancel leaves the workflow off.
No prompt when the flag is off, or when every sender is verified. Then Enable saves at once, as before.
Started sending notice. After a waited workflow goes live, its page shows "Started sending. This workflow was waiting for its email domain and is live now." Dismiss hides it for that go-live in this browser.
Fresh domains. Enable reads the workflow again before it asks, so a domain that verified after the page loaded does not prompt. The list has no senders on its rows, so it reads the workflow when a draft is enabled.
Paused or suspended sending. The Started sending notice stays hidden while the workflow's sending is paused or the project's sending is suspended. It also waits for the project's sending status to load, and reads it only when a notice is due.
Quick clicks. Two quick Enable clicks act once: only the last click acts on its domain read.
Dismissals per workflow. Each workflow keeps its dismissed notices in its own storage entry, so two tabs don't overwrite each other.

Production lines: 367 (+352 −15) with inline kea typegen, against the base branch, by git diff --numstat. Tests and stories are excluded.

Together with the slices below, replaces PostHog#123660, except the sender domain notice in the editor's status bar, which follows as its own slice.

How did you test this code?

Lane gate on HEAD: frontend typecheck (clean, on the leased box), every Jest suite under products/workflows/frontend passed, oxlint and oxfmt on the changed files, and hogli ci:preflight --strict at push reported no failures (its semgrep step timed out, so CI runs it). The workflows backend suite passed on this tree too.
CI: fork CI cannot run here, so CI on HEAD is a recorded gap.
Red → green: each new case failed on the base branch and passes on HEAD, including the four design-pass fixes (evidence in proof storage).

Test rationale:

workflowLogic.sendOnceVerified.test.ts: Enable asks first and names the domain; confirm saves active; cancel saves nothing; the prompt stays open and loading until the save settles; no prompt with the flag off, all senders verified, or a domain that verified after the page loaded; only the last of two quick Enable clicks acts; the Started sending notice shows once per go-live until dismissed, and not for a direct enable, a waiting workflow, one turned off, paused sending, or the flag off.
workflowsLogic.test.ts: the same prompt from the list, in the current environment; the list toggle still saves draft for an active or waiting row; the prompt stays loading until the enable lands, even when a list reload lands first.
WorkflowStartedSendingNotice.test.tsx (new): the notice waits for the project's sending status, shows once the project can send, and stays hidden when it is suspended or the status fails to load.

Test seams: workflowLogic and workflowsLogic against the mocked HogFlow REST API.

Final read 3 on HEAD: no findings.
Live run	Same stack: Enable from the editor saved `waiting_for_domain`; `email/verify` and the Celery go-live task took it live, and the editor showed Started sending 6 s later. Stubs: the DEBUG-only `maildev` provider stands in for the DNS check and the email provider, and the seed marks the `example.com` sender unverified. Not walked: a fully verified workflow (no prompt) and a suspended project (no notice); the tests cover both.
Prod shape	Gap, accepted by the standing rule until 2026-11-02.
Post-deploy watch	Owed after the stack merges and deploys.
CI	Gap: fork CI cannot run. The lane gate ran locally and on the leased box. Two fork checks are red: Semgrep (its path-filter job cannot run without the fork secret) and the lane check, which diffs against `master` and so counts a `nodejs/` change from a slice lower in the stack. This slice changes no `nodejs/` file. The `nodejs/` line moves to #617, which lands before #590, so the lane check passes upstream.

Release status

This change is behind a feature flag and is not available to users

The prompt and the notice need workflows-email-domain-wizard. With the flag off, Enable saves active at once, as before.

What the toolbar ships to customer pages, measured from the esbuild output (minified, post-tree-shake). The eager set is the entry plus everything statically imported from it — fetched before any feature runs; deferred chunks load lazily. The eager guardrail is 5.72 MiB. Each output file must also stay below 10 MB, where CloudFront stops compressing it. The module boundary is enforced separately by check-toolbar-graph.

…hile sending is off Two quick Enable clicks each read the workflow's senders. The earlier read could land after the person cancelled the later prompt and open it again. Only the last click acts on its read now. The Started sending notice also stays hidden while the project's email sending is suspended, not only while the workflow's own sending is paused. It reads the project's sending status only when a notice is due.
