Repository refactor update (2026-10-10)

Merged upstream test-h3@16b81175874e into the existing branch, following the repository-refactor notice. This PR still targets test-h3.

YAML parsing and the test-h3 branch selector passed. The PR delta remains the six-line CodeRabbit configuration.

CodeRabbit currently skips pushes to fork PRs targeting test-h3 with Review skipped: reviews are disabled for this base branch, including #486. Fork PRs use the target branch's configuration, so a configuration added only to the fork cannot enable automatic reviews.

Add ^test-h3$ to reviews.auto_review.base_branches and enable configuration inheritance to retain existing repository and organization settings. This PR contains only the six-line configuration file and can be merged independently of the RFC 420 operator stack.

Validation: parsed the YAML, validated it against CodeRabbit's published v2 JSON schema, and checked that the additional regex matches only test-h3.

Merge this into test-h3 to enable automatic reviews for subsequent pushes to the H3 stack. CodeRabbit's review allowance still applies.
