EMG-001 epic 5926 build-speed v5 (7 tickets). Supersedes #5933: its seven commits cherry-picked onto main 02c0696; the two C1 commits (#5924) dropped because #5925 already merged them. Regenerated outputs show no diff.

Unarmed on purpose (EMG-001): arm only on cop word after seats.

Shadow mode: this records a verdict and merges nothing. A refusal
to arm is not a block (§13 adds zero rows to §7) — the pull request is
exactly as green as it was.
