authorize / authorize instrument probe returns indeterminate for both known answers (#5949, #5950) #5951

Observed 2026-10-22 ~14:59Z. The authorize / authorize check (.github/workflows/pr-gate.yml -> reusable paiml/.github/.github/workflows/pr-gate.yml@main) fails on #5949 @364cb2fee9 and #5950 @f326332b19:

instrument probe: noahgift=indeterminate (want member), paiml-pr-gate-sentinel-no-such-user=indeterminate (want notmember) then pr-gate instrument probe FAILED ... refusing to judge anyone with a check that cannot demonstrate both answers.
Runs: actions/runs/39798406944 (job 119899529033), actions/runs/39799007481 (job 119899555369).

Both the positive and negative control come back indeterminate, so the membership read itself is failing (token, scope, or API rate/secondary limit), not the PR author.

Ask (operator): the check must DECIDE (pass/fail) or be quarantined out of the required set. Target: 0 indeterminate on required checks.

• Root-cause why the membership lookup returns indeterminate (log the HTTP status of the probe call).
• Either fix it so both controls resolve, or quarantine it out of the required set. Quarantine is a gate change: non-author seats + arbiter-cop sign, no third state on the PR path (GATE/LAB rule C324).

Owner: aprender-pace until assigned. Not a gate change yet.
