…0 / 180->100; shard permissions block added; LAB audits created x86-main and workspace-test-shard each gain a failure() && merge_group step that runs `gh run cancel`. merge_group timeouts drop to 100 min (x86-main was 240, the shard 180); pull_request/push keep 240/180. workspace-test-shard gets a NEW permissions block (contents: read, checks: read, actions: write) so the cancel is authorised and the check-suite reader keeps working. Adds ci/step-budgets.tsv and the LAB tools scripts/lab/ci_failfast_audit.sh and scripts/ci/step_budget_check.sh, which no PR or release job runs (C324 r5). EMG-001 work 5950 v9 (6 commits, one PMAT-Ticket each)
Rebuild of #5950 v8 (@fba4bb0616, w5404 NO SEAT) on a new branch work/5950-v9 @1495fe5b2d. Fixes: three self-tests hermetic + new fail-closed row 25 (mutation bites); pr+mg CI-env self-tests of 6 scripts rc0; f04824e message rewritten to the real diff; nightly comment 400min/02:40Z; step_budget claim dropped.
Open (need quorum, gate-class): check_runner_labels kfocus DISCRIM, release-rehearsal exemption. census_ratchet self-test timed out at 280s under CI env (unmeasured).
