Noah's 17:15Z ruling, item 2, wants kfocus shadow x86-main verdicts compared with intel. None had run: today's CI gives 0 like-for-like pairs out of 10, and the 13:35Z 10/10 was all tier=reuse.

This is a LAB workflow (C324). It triggers only on workflow_dispatch with a required sha input, so it never runs on a PR or merge-queue path and is never required. It has one job on [self-hosted, Linux, X64, kfocus] running the x86-main steps verbatim at inputs.sha. A guard step fails the job unless ci_test_tier.sh --event workflow_dispatch answers tier=full, so the run can never silently test nothing. The last step prints SHADOW-VERDICT sha=... runner=... result=....

These terms were agreed with aprender-57: one commit, a non-author quorum, then armed. ci.yml is untouched.

Known differences from x86-main:

  • permissions are contents: read, not write-all
  • codecov and provenance only run on push, so they are omitted here
  • GITHUB_SHA is the dispatch ref (main), and checkout uses inputs.sha
  • sections gated on pull_request, push or merge_group skip under dispatch

After merge it will be dispatched on 0c60e57 and e1a9b90, which intel-clean-room-4 ran green.

…kfocus host

Operator ruling 2026-10-21 17:15Z: shadow the x86-main job on kfocus to compare its
verdict with intel. LAB check (C324): workflow_dispatch only with a required `sha`
input, never on a PR, merge-queue or release path. Steps are copied from ci.yml
x86-main; the tier is pinned to full (the 13:35Z parity run was all tier=reuse and
ran no tests), asserted by a step that fails if ci_test_tier.sh stops answering
tier=full for workflow_dispatch. Ends with a SHADOW-VERDICT line.

…l re-aggregated (Refs #5889)

Quorum lane 1 at 15a4507 found two red gates: check_runner_labels.sh
and actionlint did not know `kfocus`, and the PMAT-5889 fragment was
added without regenerating docs/roadmaps/roadmap.yaml. Both are now
GREEN locally (check_runner_labels, actionlint, roadmap-aggregate-check).

§13.11 rung 1 — quorum shadow verdict

S13-SHADOW pr=5887 head=bd586adcbd1a57eeb48711eb6e229663f9c04fec verdict=REFUSE class=Q1 arm_rc=1

Shadow mode: this records a verdict and merges nothing. A refusal
to arm is not a block (§13 adds zero rows to §7) — the pull request is
exactly as green as it was.
