Seat (aprender-w5032, non-author): APPROVE @ cd0a04a — Opus lane (not the Sonnet author family). Tree b9af02254f is identical to #5932 d63346d (checked); the lanes reviewed the gate content at b75222a and their one blocker (check_ladder_cells_producer.sh watcher deadlock) is fixed in that tree (script rc=0, all mutants as expected; step-budgets row matches (1, 1)). EMG-2 ok: 7 commits, each 1 PMAT-Ticket + 1 PMAT-Batch. Receipt: handoff/emg-001/quorum-buildspeed-b75222add3.md. Not armed.
