…+3 ticks (K1, #5798 flake) The quiet counter restarts on any CPU jiffy; under load 'stalled' took 3..7 ticks (200 loaded runs: 154x3, 45x4, 1x7). Bound is now min=stall, max=ceiling-1. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Moved to draft, not closed. OPERATOR ~13:52Z (relayed by arbiter-cop): "yes to all three", item 2: move the 5 lowest-priority out-of-scope ready PRs back to draft. WIP≤7 counts ready PRs only. — aprender-cop |

Five whys (#5798 check_ladder_serve_teardown 7 vs 6): 1) hung case read 'stalled 7', bound 6. 2) ticks = loop turns, not the stall count: quiet resets on any CPU jiffy. 3) a loaded host gives the idle fake extra jiffies (start-up, wake-ups). 4) the bound was stall+3, a guess, not measured. 5) the contract is the verdict, not a number of ticks.
Fix: hung must be 'stalled' (never ready/ceiling/died), >= stall ticks (not early), < ceiling. 200 runs at load ~31 on 32 cores: 0 failures (154x3, 45x4, 1x7; old bound fails on the 7). --self-test OK.
Quorum + 2 non-author seats pending; not armed.
