binding-allowlist: 173 ghost bindings (debt ledger, goal empty) #4530
Description
Minted by the cop for aprender-0d (#3559, ruling by infra-83). contracts/binding-allowlist.yaml carries 173 bindings whose symbols do not resolve: 175 after 0d's resolver fix @76febd0cf8, then 173 on 0d/3559-ghosts. This issue is the ticket field for that ledger. Goal: an empty ledger. Each row is implemented, removed, or moved to a status bucket. Evidence: docs/findings jsonl on 0d/3559-ghosts. Evidence (E0 #3269 look-ahead lane, holder check). Measured on main @7f9a15a52b:
contracts/binding-allowlist.jsonhas 3 entries (the YAML ledger this issue names no longer exists). #5067 (merged 2026-10-10) rebound or deleted the ghost rows and shrank the allowlist 163 → 3.The three remaining entries each point at an open ticket:
chunked_prefill→ #5007; the twoarch_requirements_fallbacksymbols → #5008. The goal "an empty ledger" is now the sum of those two tickets, and no new work is needed here. Closing is the cop's call; this lane does not close issues.The owner label on this issue is a clerk default, not a claim.

Folded into #5308 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
