Description
From #3559/#4530 (0d): 9 bindings implement contracts outside the census (crates//contracts, legacy, kaizen). Ruling (infra-ont 10:20Z): Σ walks crates//contracts; a stem is emitted only if unique or byte-identical, else refused by name (PV-DUP-001), never unioned. Interim: ont:OutOfCensusContract rows with finding id + ticket (SHACL shape), reported as out_of_census_n; the class is deleted when this lands. Post-0.70. Owner: aprender-6b (with infra-83 for the pv side).

Folded into #5308 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it. Pushed branch:
