ONT: rebind 229 ghost bindings in car/0.70.0's 9 new binding registries (shrink-only baseline) #4470
Description
The B3 ONT bindings gate (#4431) found 229 ghost bindings across the 9 binding registries that car/0.70.0 adds. It is ruled a shrink-only per-id baseline plus a findings row, so the gate stays RED on any new ghost.
Ask: rebind or remove each ghost until the baseline is empty. The baseline may only shrink.
Acceptance: the baseline file has 0 entries and the ONT bindings gate is GREEN with no baseline.
