Problem

A team without a verified sender of its own adds an email step in the workflow editor, and the step has no sender. The author has to find the sandbox sender in the picker before the step can send.
This PR sits on feat(workflows): give a new workflow its sender before the editor opens #622. It replaces the inserted-step part of feat(workflows): resolve the first-run email sender #455. Ticket: Silthus/personal#203.

Stack

Slice V4 of the sandbox sender rollout: a new team's first workflow starts with the sandbox sender. Slice order: feat(workflows): give a new workflow its sender before the editor opens #622 → feat(workflows): give an inserted email step the sandbox sender #623.
Base: workflows-sandbox-first-run/sender (feat(workflows): give a new workflow its sender before the editor opens #622). Lands after feat(workflows): give a new workflow its sender before the editor opens #622 and every PR below it.
Production lines: 117 (tests, stories, generated types, migrations and docs excluded).
Rebuilt on 2026-10-28 on the current master, in the new slice order. No change to its own lines.
Lane gate on d7ad5539dc2: frontend typecheck has no errors in the stack's files (the remaining errors also occur on master), oxlint and oxfmt clean, touched Jest suites 56 passed. Review: GPT-6.1 Sol through a delegated review of the restack (each PR's diff, its conflict resolutions, the slice seams and the save gate), 1 medium finding (a race when a step is inserted while the sandbox sender is still being created), valid and not introduced by the restack; fixed in this PR by 1bdbd8f2b33 and 1805e42fca9. GPT-6.1 Sol's second final read found that a flag refresh during setup could still leave the step empty; 1805e42fca9 fixes that, and the third final read found nothing.
Proof on 1805e42fca9, 2026-10-28: live run and UI walk below. Proof gate: fails only on the fork-only ci gap (exit 3); every other check passes.

Impact

Pays into Workflows activation through the sandbox funnel step: an email step added to a blank workflow can send to verified members without a domain set up first.

Every email step insertion runs the shared sender choice, flag on or off. With workflows-sandbox-sender off it picks the same own sender from the same cached list as before.
With the flag on, opening the editor sets up the sandbox sender once, through the idempotent endpoint, when the project has no verified own sender and no sandbox sender yet.

Changes

With workflows-sandbox-sender on, an email step added in the editor gets the sandbox sender when the project has no verified own sender. The project's default or only verified sender still wins.
Opening the editor sets up the sandbox sender when it is missing, and again when feature flags arrive later. Insertion picks it from the loaded sender list at once and never waits.
The sandbox sender goes only on a workflow email step. Broadcast steps, generic email functions and copied steps keep their own sender rules.
A step inserted while the sandbox sender is still being set up gets it when the setup finishes. A second setup, such as one a flag refresh starts, joins the running one instead of cancelling it.
If the setup fails, the new step stays empty and the author picks a sender, as with the flag off.

How did you test this code?

Live run on the slice tip

Live run and UI walk of the V4 tip 1805e42fca9 on a PostHog preview, in two new projects without a sender. Stubs: a local SES endpoint that records each call, and example.com seeded as a valid MX domain.
A new workflow from a template: the sandbox sender is created before the editor shows the email step, and the step opens with it.
An email step dragged in while the sandbox sender setup is held shows no sender; when the setup finishes, the same step gets the sandbox sender without any other action.

Lane gate on 0dcf486e63b: typescript:check reports no errors, the Jest suites under products/workflows/frontend/ pass, oxlint reports no new warnings on the changed files, and the pre-push hogli ci:preflight passed.
CI: the fork cannot run PostHog CI. Semgrep fails in the path-filter job. The lane-mixing check counts the whole stack against master; its Node files come from fix(cdp): skip email sends through the sandbox sender in the worker #611 below, not from this diff.
Test seams: hogFlowEditorLogic mounted on a new workflow, then onDrop on the trigger-to-exit edge, with the integrations list and the sandbox endpoint mocked at the HTTP boundary. One table pins sender choice per step type, origin and flag state, flags that arrive after the editor opened, and a failed setup. A second table inserts a step while the sandbox endpoint is held, with and without a flag refresh, then releases it.
UI walk on a preview of this head, blank workflow, Email dragged onto the trigger-to-exit edge:

Live run on the same preview: with the flag on, opening the editor created the sandbox sender. With the flag off, opening it created nothing.

What the toolbar ships to customer pages, measured from the esbuild output (minified, post-tree-shake). The eager set is the entry plus everything statically imported from it — fetched before any feature runs; deferred chunks load lazily. The eager guardrail is 5.72 MiB. Each output file must also stay below 10 MB, where CloudFront stops compressing it. The module boundary is enforced separately by check-toolbar-graph.
