Problem

A team without a verified sender of its own opens a new workflow from a template, and its email step has no sender. The author has to find out about the sandbox sender before the workflow can send anything.
This PR sits on feat(workflows): record sandbox deliveries as their own metric #610. It replaces the first-run sender part of feat(workflows): resolve the first-run email sender #455. Ticket: Silthus/personal#203.

Stack

Slice V4 of the sandbox sender rollout: a new team's first workflow starts with the sandbox sender. Slice order: feat(workflows): give a new workflow its sender before the editor opens #622 → feat(workflows): give an inserted email step the sandbox sender #623.
Base: workflows-sandbox-delivery/sandbox-metric (feat(workflows): record sandbox deliveries as their own metric #610). Lands after slice V3, whose top is feat(workflows): record sandbox deliveries as their own metric #610.
Production lines: 195 (tests, stories, generated types, migrations and docs excluded).
Rebuilt on 2026-10-28 on the current master, in the new slice order. Merged with master's withEmailBrand, which replaces withEmailSender.
Merged on 2026-10-31 with the slice below, which carries master 43333f81da9. No text conflicts; this PR's own lines are unchanged.
Lane gate on 44cdbe6fb49: frontend typecheck 0 errors, oxlint and oxfmt clean, products/workflows/frontend Jest 145 suites, 1903 tests passed. Pre-push hogli ci:preflight --strict passed. Review: GPT-6.1 Sol (high) read the master merges of this slice for semantic breakage, no findings.

Lane gate on 9704a2f9c74: frontend typecheck has no errors in the stack's files (the remaining errors also occur on master), oxlint and oxfmt clean, touched Jest suites 54 passed. Review: GPT-6.1 Sol through a delegated review of the restack (each PR's diff, its conflict resolutions, the slice seams and the save gate), no findings.

- Proof on `44cdbe6fb49`: the live run and UI walk below from `9704a2f9c74` still hold, because the merge changed no line of this PR. Proof gate: fails only on the `ci` gap (exit 3). Fork CI cannot run Semgrep or the Depot jobs, and the lane check counts the layers below, because it diffs against `master`.

Impact

Pays into Workflows activation through the sandbox funnel step: a new workflow from a template can send to verified members without setting up a domain first.

Every new workflow from a template or a trigger prefill runs the new sender resolution, flag on or off.
With workflows-sandbox-sender off, it fills the same steps with the same own sender as before. Table tests pin that, including a template email with a custom From address.
With the flag on, a project with no verified own sender gets its sandbox sender provisioned on that load, through the existing idempotent endpoint.

Changes

A new workflow from a template or a trigger prefill opens with a sender on its email steps: the project's default verified sender, or its only verified sender, as before.
With workflows-sandbox-sender on and no verified own sender, a workflow email step gets the sandbox sender instead. The sandbox sender is set up on that load when the project has none yet.
The sandbox sender goes only on a workflow email step without a From address, a sender name or a Reply-To. Generic email functions and broadcast steps keep own senders only, the same rule the step's sender picker uses.
Several verified own senders and no project default still leave the choice to the author.
email sender preselected now reports reason: sandbox_sender when the sandbox sender is filled in.
A failed sender lookup or setup leaves the step empty and opens the editor, as before. The next load tries again.
Mechanical: allowsSandboxSender moves from the step component to defaultEmailSender.ts, so the workflow logic does not import a component.

How did you test this code?

Live run on the slice tip

Live run and UI walk of the V4 tip 1805e42fca9 on a PostHog preview, in two new projects without a sender. Stubs: a local SES endpoint that records each call, and example.com seeded as a valid MX domain.
A new workflow from a template: the sandbox sender is created before the editor shows the email step, and the step opens with it.
An email step dragged in while the sandbox sender setup is held shows no sender; when the setup finishes, the same step gets the sandbox sender without any other action.

Lane gate on 57e28b97d57: typescript:check reports no errors, the Jest suites under products/workflows/frontend/ pass, oxlint is clean on the changed files, and the pre-push hogli ci:preflight passed.
CI: the fork cannot run PostHog CI. Its red checks fail in the path-filter job, before any test. CI reruns once the stack moves upstream.
Test seams: workflowLogic opened from a template or a trigger prefill, with the integrations list, the template and the sandbox endpoint mocked at the HTTP boundary.
- One table pins sender choice per step shape and flag state, including flag-off parity for a custom From address.
- Separate cases pin the preselection event, a verified sender on the second page of the list, a failed list refresh with and without a cached list, and a retry after a failed setup.
UI walk on a preview of this head, template "Welcome email (walk)" with one email step and an empty From:

Live run on the same preview: opening the template with the flag on created one sandbox integration through the endpoint. Opening it again reused that integration.
Gap, prod shape: read-only production access arrives on 2026-11-02. Until then the number of stored templates whose email steps lack a sender is unknown.

What the toolbar ships to customer pages, measured from the esbuild output (minified, post-tree-shake). The eager set is the entry plus everything statically imported from it — fetched before any feature runs; deferred chunks load lazily. The eager guardrail is 5.72 MiB. Each output file must also stay below 10 MB, where CloudFront stops compressing it. The module boundary is enforced separately by check-toolbar-graph.
