Part of the coordinated repin to noir-zk 0.3.3 (zk-experiments/noir-zk#10: kernels take the key hash as a witness, bb constrains it; each Merkle level hashed once; new kernel keys and family root).

  • noir-zk-core, -backend, -codegen =0.3.3 and the CLI (mise.toml NOIR_ZK_VERSION), exactly as eid-circuits pins them, so a combining crate (emit-devnet) links both.
  • Refrozen as zk-encryption@0.1.3, the release this build: commit cuts: 0 versions minted (no bytecode change), the library version and so the family roots change; READMEs updated.

Checked: freeze --check (2 circuits match), cargo fmt/clippy, cargo test --all-features (11), the vector check.

noir-zk 0.3.3's kernels take the verification key's hash as a witness (bb constrains it), hash
each Merkle level once, and have new keys and a new family root; its freeze compares ABIs as JSON.
The crates and the CLI (mise NOIR_ZK_VERSION) move together, pinned exactly like eid-circuits'
so a combining crate can link both. Refrozen as zk-encryption@0.1.3, the release this ships in:
no bytecode changes (0 versions minted), the library version and so the family roots change.
