Summary

  • Increase the UI CI job timeout from 45 to 90 minutes.
  • Apply the same budget to npm publish's release verification job.
  • Update the two existing workflow contract expectations.

Why

UI CI #542 on main (run 37997699509) completed 1,427 tests with OK (7 skipped) in 2,640.119 seconds, then the job was cancelled at the 45-minute limit before the release tier could finish.

The approved fix, commit 0cff615, is already on dev and its hosted UI CI #544 passed. Main still uses the old budget.

Verification

  • Re-ran 26 focused test-tier, CI and publish contract checks: all passed.
  • Shared EditorConfig checks passed for all three files.
  • Compared the branch against current main: exactly three changed files.
  • Existing runtime, dependency versions, package version and test-tier selection remain unchanged.

Scope

This PR contains only the reviewed timeout correction. It does not include the subsequent Empty, App container or Tabs work.

Change: Bug fix

Merge Risk: ⚪ Minimal · up to 0cff6

This change only raises CI and publish job time budgets so release checks can finish. It does not alter runtime behavior, dependencies, or what the publish job does, so it is low risk to merge.

Add an explicit approval gate before publication.

The publish job runs the 90-minute release test and then executes npm publish, creates release notes, and uploads release artifacts. The job has no environment or other human-approval gate. Bind it to a protected GitHub Environment with required reviewers before it can perform release actions.
