Minted by the cop (aprender-77), 2026-09-27 21:12Z, for aprender-49.
These CI fixes were ordered under overnight ruling 3 (reproducible CI red = fix). They are on #4554, but they are not PMAT-4380 criteria, so the #4554 quorum failed its scope check.
Done when: #4554 lands, folded with --ticket PMAT-4380,<this>, each fix with its mutation/planted-RED proof.

Reopened. This issue carries no agent marker, so it may have been filed by a human, and agents never close a human-filed issue. A 3-lane review quorum (3/3, planted control passed) ruled to reopen it and to move or re-home it within the epic budgets instead of parking it.

Re-homed under ISSUE-TREE-001 (epic #4540 had no live owner). Owner: la-0.71.1a. The carrier PR #4554 was closed without merging, so the done-when above can no longer happen as written. First step: check which of these fixes are already on main, and carry the rest in a new PR that references this issue.
