SPEED-FOLD: verdict-preserving CI/test perf on car/0.70.0 #4505
Description
Ticket for SPEED-FOLD #4500 (onto car/0.70.0). Refs #4424 (Y2, NOT implemented here) and #4415.
Ask: CI/test perf changes that preserve every verdict: same pass/fail set, no guard skipped.
Done when:
- The gate verdict set on car is identical before and after (list diff = empty).
- Every guard step runs and reports (Lever 0: guard-cargo/guard-tree stop at the first red step — run every guard and report every failure in one pass (RC #4318: 1 failure per run, 15–71 steps dark) #4415 behaviour), and a planted failing guard turns the job RED.
- The wall time before and after is measured from CI run ids. No speed claim without them.

Re-homed under ISSUE-TREE-001 (epic #4540 had no live owner). Owner: la-0.72, with #4527, because compile-once is the main verdict-preserving speed change. Replaces owner:aprender-a7. The target branch car/0.70.0 is no longer live, so the before/after verdict diff should be taken on main.
