Moves only the authorize job (.github/workflows/pr-gate.yml:35) from [self-hosted, gate-light] to [self-hosted, authorize-only].

Why. authorize waits behind long jobs on every gate-light carrier. At 15:08Z, 28 PR Gate runs were queued against 1 running (gh run list). This is charter item 11, approved by arbiter-cop as a two-way door.

Merge order:

  1. paiml/infra#2107 (PMAT-2100) merges and declares the authorize-only label on org runner framework16-tier2-3 (64496). The label must be read back live before step 2.
  2. This PR merges. It stays a draft until then, so authorize never targets a label that no runner carries.
  3. gate-light and infra-gate are stripped from 64496, so the seat is exclusive.

Revert: if authorize waits more than 10 min after step 2, revert this PR.

actionlint reports label "authorize-only" is unknown at 35:28. That is expected, because the repo has no runner-label config.

…er2-3, paiml/infra#2107)

PR Gate "authorize" starves behind long jobs on every gate-light carrier
(28 queued vs 1 running at 15:08Z). Only the authorize job's runs-on
changes: [self-hosted, gate-light] -> [self-hosted, authorize-only].

Merge order (arbiter-cop approved):
1. paiml/infra#2107 declares label authorize-only on org runner
   framework16-tier2-3 (64496), so the label exists first.
2. This change merges; authorize jobs now have a seat that matches.
3. Only then are gate-light/infra-gate stripped from 64496.
Merging this before step 1 would leave authorize with no matching runner.
