Match only the complete public identifiers.

These regexes are unanchored. With regexTarget = "match", a finding such as api_key = phc_zjjbX0PnWxERXrMHhkEJWj9A9BhGVLRReICgsfTMmpx_EXTRAvalue also matches the global allowlist. Gitleaks can then suppress a different credential. Put the identifiers in a separate [[allowlists]] block with regexTarget = "secret" and anchored regexes. Keep the placeholder rule in a match-target block. Do not mix [allowlist] with [[allowlists]]. Gitleaks defines match as the rule’s full match and uses OR as the default allowlist condition. (github.com)

Based on learnings, match-target regexes check the full rule match, while secret-target regexes can restrict an exemption to the extracted value.

Review comment at @.gitleaks.toml around lines 12 - 13:
Update the allowlist configuration containing the two public identifiers to use
a separate [[allowlists]] block with regexTarget set to secret and anchored
regexes that match only each complete identifier; keep the placeholder rule in a
match-target block and do not mix [allowlist] with [[allowlists]].

Limit the global exemptions to tests and documentation.

The test and documentation paths match issue #211’s intended path-based allowlist. The telemetry and Claude OAuth paths are broader than that scope. Because this [allowlist] has no condition = "AND", matching production files can skip all Gitleaks rules. Remove only those production-file paths and add gitleaks:allow comments for the known constants.

Review comment at @.gitleaks.toml at line 11:
Update the Gitleaks [allowlist] paths to retain only test and documentation
exemptions; remove the production telemetry and Claude OAuth path exemptions.
Add gitleaks:allow comments to the corresponding known constants so those values
remain permitted without exempting their production files.
