Resolve params/core.yaml: keep coc_resign_months beside the new disposition_appeal_days and change_review_days. QP-02 also cites the portal-account rules, so its reference becomes the same ref-portal block. 独立审核在模板中发现几处口径前后不一致，本次统一：
coc_resign_months（现有供应商补签行为准则的期限，示例 12 个月）。修改前，ZC-01 4.4.1 和 SP-01 前言写「合同续签时签署」，而 ZC-01 第 6 节的指标写「发布起 12 个月内 100%」，两处说法不一致。现在三处都引用同一参数。ref-portal、portal-accounts、portal-admin）。有的实例要等系统上线后才编写门户账号规定，可以用这三个段落替换掉引用。通用模板的默认内容不变。已合并最新的 main，并解决了
