This is a follow-up for #3546.
When a form is linked to an xlsx/csv/ods file, the file was only re-exported on new submissions (
POST /submissions). Editing a submission (PUT /submissions/{id}), deleting a single submission, and deleting all submissions left the linked file stale.This PR aims to fix that.
