Suppress the unclaimed finding for this retry pass.

If the row has been pending longer than the unclaimed-age threshold, a successful retry still leaves it eligible for the unclaimed-obligation loop later in this sweep. That loop can create and wake a finding immediately after the successful resend. Track successful retries and exclude them from that loop for this pass. (raw.githubusercontent.com)

Review comment at @packages/daemon/src/domain/queue-stuck-sweep.ts at line 647:
Track rows whose retry succeeds at the deliverWakeForSuccessor call and exclude
those rows from the unclaimed-obligation loop for the remainder of the current
sweep pass.

// The ladder check runs LAST, so only a row the ladder ALONE would have stopped counts
// as ladder-suppressed (#1419). Agent wake retries do not own the separate notice to a
// person: a human notice is never the ladder's to suppress.
