dev: run checkout and production sessions in parallel - #56
Adds scripts/relay-dev.sh, a small development launcher for using a checkout alongside the installed production release.\n\n- Loads the checkout with --plugin-dir and disables relay@libar-relay only in the development process.\n- Keeps persistent per-checkout development jobs and admission homes, separate from production.\n- Leaves normal claude sessions and the installed plugin untouched.\n- Supports env/status helpers, RELAY_DEV_HOME, RELAY_DEV_WORKDIR and normal Claude arguments.\n- Documents parallel development/production sessions and why not to load the same plugin name twice in one session.\n\nValidation: bash -n; 4/4 launcher tests; 13/13 skills-text tests; real status/env smoke reports an isolated development home and no production jobs.
Summary by CodeRabbit
New Features
Added a way to run checkout-based development sessions with hot reload and separate, persistent development state, without changing production paths.
Added commands to inspect development environment settings and status, plus options to customize the development home and working directory.
Documentation
Added guidance for keeping production and development sessions separate and resuming production after closing a development session.
Confidence Score: 4/5
Do not merge until relative development homes remain fixed across working-directory changes. The inherited test-environment issue is non-blocking.
The change adds scripts/relay-dev.sh to launch Claude with a checkout plugin and separate development state paths. It adds guide instructions and tests for the launcher’s commands, argument forwarding, persistent paths, and environment overrides.

Summary
Launcher, state isolation, and usage scripts/relay-dev.sh, tests/dev-session.test.mjs, docs/guide.md
The launcher adds run, env, and status commands and uses separate jobs and admission paths for each development checkout. Tests cover command behavior and overrides. The guide describes running development alongside the installed release.

Development sessions using a relative home and a different work directory may store jobs where the status command cannot find them. The change is otherwise mergeable with this bounded issue understood.

Resolve the development home before changing directories.
If RELAY_DEV_HOME is relative and RELAY_DEV_WORKDIR changes directories, mkdir creates state under the launch directory, but the plugin resolves the exported paths under the session directory. A later status call then inspects a different jobs home and cannot show those jobs. Convert dev_root to an absolute path before exporting either home.

Relative homes hide development jobs
If RELAY_DEV_HOME is relative and RELAY_DEV_WORKDIR selects another directory, the launcher creates its state directories before changing directories but exports their relative paths unchanged. The launched session then resolves jobs and admission state under the new working directory, while status from the original directory reads a different store. This was reproduced: the session's job existed, but the original-directory helper reported No jobs. and different admission settings.
Resolve dev_root to an absolute path before creating or exporting its directories. This needs to be fixed before merging so sessions and helpers consistently use the same state.
The executed harness supplies fake Claude, invokes real store and status code, asserts both configurations, and cleans up disposable state, making the reproduction repeatable.
The executed shell wrapper runs both configurations and captures command, working directory, exit code, and observed output, preserving the execution record.
Ran the same flow with a different session directory, showing divergent state paths and original-directory status missing the runtime job and admission setting.

Developer overrides break the tests
If a developer exports RELAY_DEV_HOME or RELAY_DEV_WORKDIR, this fixture inherits it through process.env. Each override independently makes the launcher test fail: the home override breaks the default-state assertion, and the workdir override breaks the expected working directory. An inherited home also leaves jobs and admission state outside the fixture after cleanup.
This is a non-blocking test-isolation concern that causes misleading local failures and leftover state. Clear both overrides in the fixture, then set them explicitly only in the override test.
The executed Python harness runs the existing suite under three isolated environments and checks failures, directory residue, tracked-file integrity, and cleanup.
Two independent suite runs captured the state-path and working-directory assertion failures plus external-home directory residue, confirming inherited overrides escape fixture isolation.
The harness execution captured the exact head, commands, environments, test output, successful validation assertions, and workspace removal, confirming reproduction without tracked-code changes.
