Why

On the issue chooser the three forms read differently from each other and from the contact links, which are all actions. Follow-up to #8.

What

Each issue form's title is now an action sentence, matching the chooser's contact links. The Blank issue row is GitHub's own and cannot be renamed.

Changes

  • Rename the forms to "Report a misbehaving skill or agent", "Propose a new or changed skill, agent or rule" and "Propose an eval case" in their YAML, in the contributing guide's two mentions, and in the spec's design and tasks. The chooser looks more consistent when the titles share one style; "Proposal: " varied from the rest, and the contact links are already actions.

Testing

make validate: 9 unit tests OK, both validators passed. Each form still parses as YAML and reports its new name; the new issue-form check passed, so the component dropdowns are untouched.

Risk and rollout

None. The names take effect on the chooser once merged.
