Problem

The fork nightly doesn't include the launcher fix in #134 yet. Without it, every service update on stl-wsl copies the 43 GB database while the server is down. That took about 8 minutes on 2026-10-28.

Change

Adds launcher-skip-backup patch/launcher-skip-backup to the end of .github/fork-patches.txt. The branch holds #134 once that merges. Until then it matches upstream main and adds nothing to the build.

Verification

• None of the 14 listed patches changes serviceLauncher.ts, its test, servicePreflight.ts or serviceProtocol.ts relative to upstream main (git diff --name-only from each branch's merge base). The new patch should merge without conflicts.
• I did not run scripts/fork-sync.ts. The build runs the full typecheck and the patch's test files.

Review tier: 7/10. Once this merges, nightlies include the patch, and it skips the update backup.
