[ENG-1888] fix(cmd): replace globby with tinyglobby to drop braces - #469

No new runtime flow, contract, branch, or cross-module interaction is introduced. The tinyglobby mock only makes the existing sort behavior deterministic in a test. Added numeric-range cases (combined ranges, maximum-size range, negatives) validate the existing range-expansion implementation without changing it. Comment edits are nonfunctional.
