Purpose

Docs-only filter test, stacked on #627. Not intended to merge.

This branch changes docs/README.md and nothing else.

What it tests

Whether starflow's paths filter classifies this change as documentation only,
so the right jobs run:

Job Expected Why
filter runs always
files (make -k lint-code) skipped docs/** and **/*.md are excluded from source-files
docs (make -k docs-lint) runs docs-files matches docs/**
linkcheck (make -k docs-linkcheck) runs docs-files matches docs/**, then fails on the missing target

This is the "yes-docs, no-code" case. It also confirms the linkcheck job is
gated on docs-files alone, so it starts even when there is no source change.

docs-lint must pass. linkcheck is expected to fail with "No rule to make
target 'docs-linkcheck'", because this stack deliberately does not include the
starbase change from #625.

Note the diff adds make docs-linkcheck to a list of commands, but the target
does not exist on this branch. That is deliberate: it documents the ordering
problem this stack exists to measure.

Stacked on this

Source-plus-docs filter test: #633
