The Android Gradle plugin does not use a package manager: it downloads the CLI from
`download.bugsee.com`, the same host as the install script above. The version it
downloads is a minimum baseline (`cliVersion`); by default the plugin may update it to
a newer release of the same major version, and never to a lower one or across a major
version.
