Keep InputNotFound out of fallback codes.

This change makes fallback_only_on_structural_failures fail because it expects InputNotFound.should_fallback() to be false. It also breaks the documented integrator contract: the Rust no-symbols flow returns actionable build-setting guidance, which callers must surface instead of invoking the in-language uploader. Remove InputNotFound from this match. The Rust no-symbols expectation is documented in tests/debug_files_flags.rs.

Review comment at @src/exit_code.rs at line 66:
Update ExitCode::should_fallback so InputNotFound is not classified as a
fallback code; retain the existing fallback behavior for Unexpected and Usage,
and keep the Rust no-symbols flow returning actionable build-setting guidance.

Severity: P1 High
Location: src/exit_code.rs:66 (ExitCode::should_fallback)

Problem: InputNotFound (10) is added to the fallback set. This contradicts the contract in the module docs (lines 15 and 21-24) and in CLAUDE.md: codes 1/2 are structural and mean fall back, while 10-39 are substantive failures and mean no fallback. The change also leaves the module table saying 10-19 is "no" fallback, and it breaks the existing unit test fallback_only_on_structural_failures (src/exit_code.rs:81, assert!(!ExitCode::InputNotFound.should_fallback())).

Impact: The breadth is bigger than "file not found". Error::Io(_) also maps to ExitCode::InputNotFound (src/error.rs:68), so permission errors, broken pipes, disk-read failures and the Rust "no debug symbols" diagnostic all become fallback triggers. Integrators that re-derive this rule (Gradle plugin, fastlane agents) would re-run the in-language uploader on inputs it cannot read either. That adds time and confusing logs, and it hides the actionable build-setting guidance that tests/debug_files_flags.rs:133 (rust_with_no_symbols_reports_the_build_settings_to_fix) pins for exit 10.

Scenario: bugsee-cli debug-files upload --type rust <dir-with-no-symbols> exits 10 with the "debug = 1 / split-debuginfo / --build-id" hint. An integrator that follows should_fallback discards that message and falls back to its own path, which also finds nothing.

Fix: Revert to matches!(self, ExitCode::Unexpected | ExitCode::Usage). If some specific missing-input case really needs a fallback, add a new code in the structural range rather than repurposing 10. This matches the "add new codes, never repurpose old ones" rule in CLAUDE.md.

(CodeRabbit flagged the same line. This comment adds the Error::Io blast radius.)
