Hardcoded 'vagrant' broke VPN and toolkit operations on WSL2 with the
VirtualBox provider, where VAGRANT_CMD resolves to 'vagrant.exe'. Route
all ssh/upload invocations through ${VAGRANT_CMD} like the rest of the
codebase already does.
CONTRIBUTING mandates English-only code and comments. Translates the leftover French comments in bull.sh, lib/core.sh and install.sh.
Relocate CONTRIBUTING, SECURITY and CODE_OF_CONDUCT under docs/ to keep the repo root clean. GitHub still recognizes these files under docs/. Update internal and README links accordingly.
Trim the README to a clean landing page (features, quick start, common commands) and delegate deep documentation to the new wiki. Add a wiki badge and link section.
