feat: TranslatePsy in the main send-check flow

Summary

Implements issue #3. Pasted chat goes through TranslateAndAnalyzeMessage before AnalyzeSendIntent, so translation is in the critical path, not a side feature.

• QvacTranslateAdapter.detectLanguage and translate both call an injected QVAC client (createQvacTranslationClient uses SDK completion() for detect and translate() for the actual translation).
• Vite cannot load @qvac/sdk. Without a client, detect returns en so the web demo still analyzes the original paste instead of throwing.
• AnalyzeSendIntent accepts optional textMatches from the translate use case so the model is not run twice on the same text.
• Runtime export is now @custos/adapters-qvac/runtime (barrel: completion + translation factories).
• Default translation model is Llama 3.2 1B Instruct via QVAC translate(), which covers the ES/EN/ZH demo. TranslatePsy-AfriSLM is AFRICAN_4B_TRANSLATION_Q4_K_M in the same registry if the demo language set is African.

Stacked on #28 (feat/qvac-scam-inference). Merge that first, then retarget this PR to main.

Also conflicts with #26/#27 on App.tsx (those add network detection and risk UI). Merge order: #28, then this, then rebase #26/#27 or the reverse and resolve App.tsx once.

Test plan

• pnpm --filter @custos/core test (includes TranslateAndAnalyzeMessage + precomputed matches)
• pnpm --filter @custos/adapters-qvac test
• pnpm run build / typecheck / web build
• On QVAC hardware: wire createQvacTranslationClient, paste Spanish scam chat, confirm on-device translation then detection
