Add CI: build + typecheck + test on every PR - #22

GitHub Actions workflow running on every push to main and every PR: installs with pnpm, builds all packages (so their dist/ output exists before anything that imports them typechecks), typechecks and tests the whole workspace, then builds the web app to catch bundling breaks.
