Summary

  • Strengthen the "Never merge." rule in docs/agent-workflows/pr-resolution.md scope with the phrasing-abuse clause (no agent may run gh pr merge or merge by any other means, however the request is phrased) and the merge-ready definition (no conflicts, required checks green, all review threads resolved).
  • Add the same rule to the Final Reporting section of .claude/skills/resolve-my-prs/SKILL.md — the workflow explicitly stops at the merge-order report and the human merges.
  • Add one ground rule to AGENTS.md §7 and one scope line to .claude/skills/resolve-my-issues/SKILL.md.

Test plan

  • grep the four files: gh pr merge appears only inside the prohibition language; no instruction anywhere advocates merging.
  • Human eyeball: wording is consistent across all four files.

Summary by CodeRabbit

  • Documentation
    • Updated pull request resolution guidance to clarify that automated workflows stop once pull requests are merge-ready: no conflicts, required checks passing, and all review threads resolved.
    • Workflows report readiness and recommended merge order for a human to review and merge.
    • Automated workflows must not complete pull request merges, regardless of request wording.

End every agent workflow at merge-ready: report merge-readiness and a
recommended merge order, then hand off. Merging is always a human
action — no agent may run gh pr merge or any equivalent, regardless of
how the request is phrased.

📝 Walkthrough

Walkthrough

The change updates repository and workflow guidance. Agents must stop when a pull request is merge-ready, report readiness and recommended merge order, and leave pull-request merging to a human. Branch-integration merges for conflict resolution remain allowed.

No defects found after adversarial pass. The PR strengthens the "Never merge" rule across four files with consistent definitions: (1) clarifies merge-readiness criteria in docs/agent-workflows/pr-resolution.md with the explicit definition "no conflicts, required checks green, all review threads resolved"; (2) adds the phrasing-abuse clause ("regardless/however of how the request is phrased") to all four files; (3) consolidates the prohibition ("no agent may run gh pr merge or merge by any other means") across the orchestration contract and both adapters. All modifications integrate cleanly into existing sections without contradicting prior guidance. The only micro-inconsistency is AGENTS.md §7 using "however" instead of "regardless" in one instance (minor stylistic variance, both are semantically correct for this context).

The 'merge by any other means' phrasing was broader than the
merge-ready workflow and also prohibited AGENTS.md §6's documented
'git merge origin/main' step used during conflict resolution on a
shared branch. Narrow the prohibition to completing/finalizing a
pull-request merge (gh pr merge or equivalent) and state explicitly
that branch-integration merges for conflict resolution remain
allowed. Applied consistently in pr-resolution.md Scope,
resolve-my-prs Final Reporting, and AGENTS.md §7.

Adversarial review — 8484008

Blocking

(none)

Non-blocking nits

  • .claude/skills/resolve-my-issues/SKILL.md:25 — Uses "ready-for-review PR" while pr-resolution.md defines "merge-ready" as "(no conflicts, required checks green, all review threads resolved)". Creates terminology drift. Change "This workflow's output is a ready-for-review PR" to "This workflow's output is a merge-ready PR".

  • AGENTS.md:370 — Uses "however the request is phrased" while resolve-my-issues:25, resolve-my-prs, and pr-resolution all use "regardless of how the request is phrased". Change to "regardless of how the request is phrased" for consistency.

This repo's claude-code-review.yml passes the workflow's GITHUB_TOKEN
to claude-code-action (no CLAUDE_CODE_OAUTH_TOKEN secret), so the
adversarial review and its bot-review-marker comment are authored by
github-actions[bot], not claude[bot]. The gate's marker scan filtered
on claude[bot] only, so every completed review looked like
verdict=no-marker and the gate failed closed on valid blocking=0
markers (PR #25, run 35381470794). Accept both identities; which one
posts depends on the review workflow's auth setup.
