ci: let bot blocking gate read github-actions[bot] review markers - #26

This repo's claude-code-review.yml passes the workflow's GITHUB_TOKEN to claude-code-action (no CLAUDE_CODE_OAUTH_TOKEN secret), so the adversarial review and its bot-review-marker comment are authored by github-actions[bot], not claude[bot]. The gate's marker scan filtered on claude[bot] only, so every completed review looked like verdict=no-marker and the gate failed closed on valid blocking=0 markers (PR #25, run 35381470794). Accept both identities; which one posts depends on the review workflow's auth setup.
