Add a tools list event option, on by default, to the Configuration table. With the option off, the Optional events requirement now says the SDK sends no $mcp_tools_list and no $exception for a failed listing. It changes nothing else. A new scenario checks that the listing keeps its injected arguments. The name says "event", like the initialize event option, because SDKs already have a manual captureToolsList method.
