fix(automations): fire Linear triggers for every member, not only the one who connected - #9180
#7317 set ownerUserId: connection.connectedByUserId on every Linear dispatch, the same narrowing Google uses. That fits Google, where a connection is one person's mailbox. It does not fit Linear: a connection receives the whole Linear workspace's events. So a member who never connected Linear never gets their Linear automations to fire. Example: Kiet's issue.assigned automation has zero runs, and Harshith's copy with the same filter fires.
Just removing the narrowing brings back the bug #7317 fixed. processDelivery records one automation_events row per connection, so with two connections an unpinned trigger would match twice.
How It Works
processDelivery picks one lead connection per Superset organization: the first by id, in the order accountConnections already returns.
Every other connection's event is dispatched with a new pinnedOnly: true, so dispatchMatchingTriggers only considers triggers whose connectionId is that connection.
pinnedOnly is stored in the dispatch_input jsonb, so redispatchUndispatched handles retried events the same way. No migration is needed.
Manual QA Checklist
Not done yet. I did not send a real Linear webhook through this end to end.
Org with one Linear connection (member A): a matching automation owned by member B, who has no connection, fires once.
Same org, member A's automation pinned to A's connection fires once.
Org with two connections (A, B): an unpinned trigger fires once; triggers pinned to A and to B each fire once.
Testing
bun test src/app/api/integrations/linear src/lib/automations (in apps/api): 41 pass
bun run typecheck (in apps/api): clean
biome check on the changed files: clean
processDelivery.test.ts: replaced the "narrows to the connection owner" test with three tests: only the lead fires unpinned triggers, nothing filters by owner, and each organization has its own lead. With the lead logic broken, two of the three fail.
The pinnedOnly SQL branch in dispatchMatchingTriggers has no unit test, and that file has no test suite.
Known Limitations
If the lead connection is disconnected while an event is still being retried, a different connection becomes the lead, and an unpinned trigger can run twice for that one event.
"Me" scopes still resolve through the owner's own Linear identity, so a member without a Linear connection must pick people explicitly.
Summary by cubic
Fixes Linear-triggered automations so they fire for every organization member, not only the member who connected the Linear workspace. A Linear connection receives the whole workspace's events, so previously a member without their own connection never got their Linear triggers to run. Preserves the #7317 guarantee that two connections to the same workspace don't run the same automation twice.
One connection per organization leads the event and fires unpinned triggers; every other connection only fires triggers pinned to it, so each matching trigger runs once.
The new pinnedOnly flag is stored in the dispatch input, so retried deliveries keep the same behavior; no migration needed.
Known limitation: if the lead connection is removed mid-retry, a different connection becomes lead and an unpinned trigger can run twice for that one event.
End-to-end Linear webhook QA not yet done, and the pinnedOnly SQL branch has no unit test.

Summary by CodeRabbit
Automation Updates
Linear events now match automations based on their connection: one connection per organization can match general automations, while other connections match only automations pinned to them.
This matching behavior is preserved when event delivery is retried.
… one who connected
#7317 narrowed each Linear delivery's dispatch to the member who owns the
connection that carried it. A Linear connection receives the whole Linear
workspace's events, so a member who has not connected Linear never had their
Linear automations fire.
Keep the dedupe #7317 wanted without the owner narrowing: per Superset
organization, the first connection by id leads and fires unpinned triggers;
every other connection fires only the triggers pinned to it. Each matching
trigger runs once. The new pinnedOnly flag lives in dispatch_input so the
redispatch sweep honours it.

Walkthrough
Linear webhook processing now identifies a lead connection for each organization. Dispatch metadata carries pinnedOnly to trigger matching, which can require an exact integration connection match. Ingestion and redispatch both forward this metadata.

processDelivery marks the first connection encountered for each organization as its lead and passes that status through ingestion. normalizeLinearDelivery emits { event } for the lead and { event, pinnedOnly: true } for other connections. Tests check the dispatch metadata for connections in the same or different organizations.

AutomationEventDispatchInput adds optional pinnedOnly. When an integration connection ID is present, dispatchMatchingTriggers requires an exact match if pinnedOnly is true; otherwise, it also accepts triggers with a null connection ID. Ingestion and redispatch forward the value.

### Issue 1
apps/api/src/app/api/integrations/linear/webhook/normalizeLinearDelivery.ts:118-120
Removing `ownerUserId` also broadens `notifyRoutinesOfEvent`, but that function ignores `pinnedOnly`. With two Linear connections in one organization, an unpinned matching routine now fires from both connection events. Each event has a different `eventId`, so `fireRoutine` creates different `promptId` values and sends both prompts to the Dev.
Pass `pinnedOnly` through routine matching and exclude unpinned routine triggers on non-lead events.

For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Summary
Linear events now match automations across organization members. One lead connection handles unpinned triggers; other connections handle only triggers pinned to them.
Linear events reach every member while unpinned triggers run once.
Acknowledgments supplied by Kitenite:
Disconnecting the lead during retries can cause duplicate unpinned runs.
“Me” filters still require the owner's Linear identity.
The new SQL branch has no unit test.

Linear routines fire twice
Removing ownerUserId also broadens notifyRoutinesOfEvent, but that function ignores pinnedOnly. With two Linear connections in one organization, an unpinned matching routine now fires from both connection events. Each event has a different eventId, so fireRoutine creates different promptId values and sends both prompts to the Dev.
Pass pinnedOnly through routine matching and exclude unpinned routine triggers on non-lead events.

Review verdict: needs changes. The automation path is correct, but agent routines (Devs) don't read pinnedOnly. So an org with two Linear connections now fires each unpinned Linear routine twice per event.
Bug:packages/trpc/src/router/agent/routines.ts:296-346: notifyRoutinesOfEvent → matchAndFire filters only by ownerUserId, which is now unset. Each per-connection event fires the routine, and the promptId (routine:<id>:event:<eventId>) differs per event, so nothing dedupes it. Fix: pass dispatch.pinnedOnly through and skip triggers not pinned to integrationConnectionId.
Minor:apps/api/src/lib/automations/dispatchMatchingTriggers.ts:108-121: pinnedOnly with a null connection id falls back to unpinned triggers, and the branch has no test. Move it into a small pure helper and test it.
Note:processDelivery.ts:108-114: the lead choice depends on accountConnections sorting by asc(id) in another package. Make that explicit (min id) so a sort change can't cause silent double runs.
Locally at 7b9bc0a3: 41 scoped tests pass and apps/api typecheck is clean. I did not run a real Linear webhook end to end. Vale fails on this PR, but it fails on main too and is not caused by this PR.

Keep the lead stable across redeliveries.
If a new connection sorts before the original lead, a redelivery selects the new connection as lead. The new connection records a distinct automation event, so unpinned triggers can run again for the same Linear delivery. Connection IDs are random UUIDs, and accountConnections sorts by ID; adding a connection can therefore change the lead without disconnecting one. Persist the lead for the delivery, or deduplicate unpinned dispatch by organization and Linear delivery ID. (raw.githubusercontent.com)

Closing: Linear connections are per-user by design (connector scope "user"), so a Linear automation should only fire for an owner who connected Linear. The real gap is that superset automations create doesn't warn about a missing connection, which the desktop editor does. Tracking that in SUPER-3063.
