The National Body Reference Architecture is relevant for the harmonisation of the functionalities and procedures of the designated bodies which are in charge of the compliance assessment. The architecture is a concept and methodology based on the European ITS Framework Architecture (hereafter - FRAME Architecture).

The FRAME Architecture is a framework, which provides a systematic basis for planning ITS implementations in Europe. It facilitates their integration when multiple systems are to be deployed and helps to ensure interoperability across Europe. A distinctive feature of the FRAME Architecture is that it is designed to have sub-sets created from it and is thus unlikely to be used in its entirety. It contains more than one way of performing a service and the user can select the most appropriate set of functionalities to deliver it in that environment. Thus, the FRAME Architecture is a framework from which specific models of integrated ITS implementations can be created in a systematic and common manner. The FRAME Architecture does not mandate any physical or organisational structure in the European Union. It comprises only a set of user needs, namely the set of requirements formulated in the ITS directive 2010/40/EU and their DR (EU) No 885/2013 (SSTP), No 886/2013 (SRTI), No 2015/962 (RTTI) and No 2017/1926 (MMTIS) to the national body, competent to assess compliance with the requirements of the particular DR on their territories, procedures or rules, showing how compliance assessment can be done.
