defining the package-facing actor::cast_readiness concept and its read-only
validation behavior, including that range or line-of-sight refusals can become
movement prerequisites without creating a cast or consuming power or cooldown.
In `@module/tests/playerbots_companion.rs`:

module/tests/playerbots_companion.rs, including the support import and both
assertion chains, without changing behavior.

A Priest companion needs the same targeted-cast rules for bot and client requests. Actor cast requests previously admitted unlearned spells and had no shared line-of-sight Gate, so the Package could not turn a typed range or visibility refusal into safe movement before healing.
Add learned-spell and targeted line-of-sight Gates to the owning Actor request. The checks preserve self, untargeted, creature, and triggered cast behavior, and refuse unsupported channels before any cast state changes. Party facts now distinguish no membership from a membership whose Group row is unavailable. Fresh Shards seed Lesser Heal for a named ally; the existing post-publish repair changes only the exact former canonical definition.
The debug-only synchronous cast reducers still resolve staged fixture spells directly. Production Actor, client, and bot requests continue through the learned-spell Gate.
