Create SOTA Scope Issue

Drafted the state-of-the-art scope alignment issue in the local memory bank tasks directory in accordance with the requested Studio Producer persona. Replaced std::simd with wide to match memory constraints and ignored preexisting uncompilable code to remain in scope.
