feat(agent-profiles): import declared model capabilities without guessing (B03)

导入模型会套用通用推理能力和固定思考档位，甚至自动选择 none；配置中的思考参数也被误当成模型能力证明。

本 PR 将缺失的推理/effort 能力保留为 null，所有 Agent 显示三态声明。解析上游明确的 reasoning 布尔值及 Anthropic capabilities.thinking/effort；仅保留明确支持的档位和 thinking types，不根据模型名推断，也不自动选择档位。OpenCode 的 effort 档位不会再生成空 variants。本地 Codex/Claude 配置参数仍保留，但不据此宣称模型支持某项能力。

依赖 #14。验证：23 个实际 command 模块测试（独立 harness）、前端导入回归检查、TypeScript、822 契约断言通过。上游能力声明是导入时的信息，不等同于实际 API 调用验证；原生配置不支持存储的能力元数据在重读后保持未知。桌面交互未实测，保持 draft。

• Integrated with the other Agent configuration changes in fix: integrate Agent configuration PRs and repair cross-platform validation #33, whose current candidate also passed three-platform CI.
• Native GUI / Windows host / WSL release acceptance remains separate and is not inferred from CI.
