对应 A12，复用 #16 的保存流程。
“设为默认”此前直接使用磁盘版本并刷新界面，未保存修改会丢失。现在有修改时显示“保存并设为默认”，等待保存成功，并使用返回的新 revision 执行激活。保存失败时保留草稿并停止激活。
验证：TypeScript 与 Agent Profile 测试通过；共享回归覆盖等待保存、使用保存后快照、失败停止以及干净配置不写入。桌面交互尚未手测。
