The windows-11-arm GUI leg failed on v2.2.0: the llvm-mingw install step wrote a POSIX-style Git Bash path to GITHUB_PATH, which cgo's native %PATH% lookup cannot resolve. Extract into RUNNER_TEMP and write the Windows-native form via cygpath -w. actionlint and YAML validation clean.
