Add support for Zigbee v4.0 #1480

Zigbee 4.0 is the next major evolution of the Zigbee standard, introducing improved interoperability, stronger security, extended range through Sub-GHz support, and better overall network reliability while remaining backward compatible with Zigbee 3.0 devices.

Supporting Zigbee 4.0 in this project would enable integration with upcoming devices and ecosystems that rely on these enhancements, including improved commissioning, modernized onboarding (for example via BLE), and more robust mesh behavior in dense or large-scale deployments.

This feature would help future-proof the library, maintain compatibility with the evolving Zigbee ecosystem, and unlock new use cases such as long-range and more secure IoT networks.
