Cuts 26.3: stamps the Unreleased section, bumps version to 26.3 and relocks, so uv.lock names 26.3 too. This replaces #1151, which was closed because its date had gone stale.

The changelog gains entries for five changes that touched nothing in src/ and so had none: #1146, #1148, #1149, #1155 and #1156. The Dependabot bumps since v26.2 only move development dependencies and are left out. The entries are reordered into the categories in MAINTAINING.md: the Breaking: Python 3.10 drop first, then the bootstrap3.W001 system check, then tooling, then docs and everything else. Existing entries are unchanged apart from their position.

The section is dated 2026-10-11. If this merges on a later day, change the date first. After the merge: pull main, just build, just release-tag. Between the merge and the tag, just release-check reports no Unreleased entries; that is expected (see MAINTAINING.md).

just lint, just test (167 tests) and just build pass locally.

Stamp the Unreleased section as 26.3, bump the version and relock, so uv.lock
names 26.3 too.

The section gains entries for five changes that touched nothing in src/ and so
had none: the zizmor workflow hardening (#1155), coverage report in CI (#1156),
the invisible-character lint (#1149), the AI assistance policy (#1148) and the
CLAUDE.md shim (#1146). The Dependabot bumps since v26.2 only move development
dependencies and stay out. Entries are reordered into the categories
MAINTAINING.md prescribes: dropped cycles, features, tooling, then everything
else.
