Rewrites the v3.10.0 notes in plain language and maps every lasting change integrated after the 3.9.20 release baseline. Covers checkpoint Research limits, tools-health and behavior reporting, all eight core tool fixes, security/release hardening, internal Engine boundaries, and the explicit Engine/SDK split. Verification: independent readability PASS; independent completeness PASS after #1580/#1575 reconciliation; cargo test --lib (10,560 tests), clippy --all-features -D warnings, cargo fmt --check, and git diff --check PASS.
