Build and publish the Ubuntu 26.04 development image for AMD64 and ARM64 whenever its Dockerfile changes. Allow manual dispatches for periodic dependency refreshes. Keep Alpine and Fedora on their existing manual publication workflow and document Ubuntu's GHCR destination.
