Publish @wireapp/protocol-messaging through the GitHub Packages npm registry instead of npmjs.com. Use the repository GITHUB_TOKEN for authentication and configure the publication registry explicitly in the package manifest. Before creating the next minor release, publish the current package version when it is missing from GitHub Packages. This ensures that @wireapp/protocol-messaging@1.56.0 remains available to existing consumers such as wire-webapp.

This pull request migrates
@wireapp/protocol-messagingfrom npmjs.com to the GitHub Packages npm registry. The existing Yarn versioning lifecycle remains in place. Publication now uses the repository’s
GITHUB_TOKENwithpackages: write, and the package manifest explicitly targetshttps://npm.pkg.github.com.The npmjs.com Trusted Publisher and OIDC configuration are no longer required.
Preserve the current package version
wireapp/wire-webappcurrently depends on the exact version:The existing release workflow creates the next minor version through
yarn version --minor. Simply changing the publication registry would therefore publish1.57.0while leaving1.56.0available only from npmjs.com.Before creating the next minor release, the workflow now checks whether the current package version exists in GitHub Packages. It publishes that version when missing and skips the step when it is already available.
This keeps the migration idempotent and also allows a later workflow run to recover when a version was committed but its publication failed.
Relationship to wire-webapp
This pull request is a prerequisite for wireapp/wire-webapp#21813.
After the first publication, the GitHub package settings must grant
wireapp/wire-webappread access where required. Its publishing workflow verifies that the exact required@wireapp/protocol-messagingversion is available before publishing@wireapp/api-client.
