rules/way-back.md: making a change permanent after proof is now a step of its own. Read the setting back, then reload or reboot once without the probation, and do it before anything removes the old state. A one-shot boot joins "Failures that show later".

CLAUDE.md: heinzel never grows a disk, volume or VM at the provider or in the hypervisor, and does not propose it unless the user brings it up.

Both come from a NetBSD to Debian replacement that ended at open netbsd: Invalid argument. No VERSION bump in this PR.

An AI agent wrote this text in my name. I know that is problematic.

In a NetBSD to Debian replacement the new system booted once through BootNext and was confirmed, but nobody put it into the firmware's BootOrder. The old partition was then formatted, and the next plain reboot went to the old loader, which found nothing. "Permanent after proof" is now a step with its own proof (read back, one reboot without the probation) that comes before anything removes the old state.

An agent short of space may reach for a bigger disk at the provider or in the hypervisor. That costs money and is the user's decision there, so heinzel neither does it nor proposes it unless the user brings it up.

The two rule changes of this branch get their release note now, so the VERSION bump is the only step left.
