Add Pulse Analytics to Tracking

Adds @ciphera-net/pulse-docusaurus to Tracking.

Privacy-first, cookieless web analytics — no cookies and no personal data. Apache-2.0, zero runtime dependencies, published on npm.

Checked against the contributing guidelines:

• Supports at least Docusaurus v2 — yes: peerDependencies is ^3.0.0, measured by building a real site on 3.0.1, 3.1.1, 3.4.0, 3.7.0 and 3.10.2 and reading the injected tag back out of the emitted HTML.
• Naming — flagging this openly rather than hoping it passes: the package is scoped, @ciphera-net/pulse-docusaurus, so it does not start with docusaurus-plugin-. It matches our own package convention across integrations. There is precedent in the list (@aeorank/docusaurus, docusaurus-search-local, docusaurus-openapi-docs, heroshot), but it is your call — happy to close this if you would rather keep the rule strict.
