consider making the footnote a heading for submitting request

Currently there is (imo) not an inmediately obvious way to know how to submit new libraries to the Clojure toolbox. The link to do that can only be found after several scrolls and it is tiny. To be honest I only found it because of a comment in slack mentioning the lack of libraries on it.

I think that making the submission process a bit more prominent could help. I am not a UX designer so I would just suggest putting that footer as a header and hope that it makes a difference.

I don't see any problem with moving the library suggestion link to a header instead, but it'll be a while before I can get around to it.
